In this tutorial I assume that you have a fairly new MS Word text editor available and that you know how to edit the source code of a web page or how to use a web-editor, and how to upload a webpage to a server.

A client of ours is a community and wanted to put some official forms on the website that could be downloaded by clicking on it. If you wish to enable your visitors to download a document, song, video or webpage, the technic is the same - for making a link to it.
I have an example for you and some ideas. Our community and government ministries always use PDF Files (.pdf) which opens in Adobe Acrobat Reader, which is Free to download by any citizen in your community and worldwide.
If you have a fairly recent Word program it can make any document into a .pdf document. Other programs may also be used to make pdf documents.
After creating the document upload it into a special directory on your site, and give the document a self-explanatary name.
If the URL to the document is http://www.domain.com/download/tax-form.pdf, then on some other page simply make a normal link to that URL and it will open up as a pdf doc in Adobes Acrobat Reader.
